Everyone keeps their contacts and sees their own card's numbers, and the company keeps what matters to it.
Contacts belong to the people who meet them
A contact left on somebody's card is theirs: the company does not see it. When it matters to the company, they share it to the company list with a note on why, and the company keeps that copy, even after they leave. Owners and admins see who has a card and whether it is live, never anybody's contacts.

The company list is also a map: your company at the centre, every company your people know someone at around it, sized by how many, with its logo. Open one to see its contacts, why each was shared, and correct their details.
